167 мільйонів збитків через незаконну вирубку дерев

Ще майже 140 мільйонів — необґрунтовані активи. Понад 40 підозр за останні тижні.

Це — результат системної корупції, службової недбалості та відвертого збагачення за рахунок природних ресурсів.
Сьогодні прокурори Спеціалізованої екологічної прокуратури повідомили про понад 20 підозр. Найбільша й найзухваліша справа — схема працівників ДП “Ліси України” та ДП “ЛІАЦ”.
Проведено 50 обшуків.
Підозри отримали 8 працівників “ЛІАЦ” та 5 – “Ліси України”.
Затримано організатора та 3 учасників злочинної організації.
Суть схеми:
Працівник ДП “ЛІАЦ” на запит службовців ДП “Ліси України” змінював інформацію в “Єдиній державній системі електронного обліку деревини”:
– видаляв документи про походження деревини,
– занижував її обсяг,
– змінював клас якості.
За 2021–2024 роки зроблено понад 10 000 таких змін.
Вартість “послуг” – від 5 до 30 тис грн. Задокументовано отримання понад 10 млн грн неправомірної вигоди. Найбільше порушень — у Волинській, Рівненській, Житомирській та Київській областях.
Завдяки діям прокурорів уже зменшено тіньовий обіг деревини.
Загалом лише за останні тижні екологічна прокуратура:
– оголосила понад 40 підозр,
– з них 21 — працівникам ДП “Ліси України”,
– 2 осіб заарештовано.
Обрано запобіжні заходи:
– Генеральному директору ДП “Ліси України” (незаконне збагачення);
– Колишньому директору Костопільського лісгоспу (збагачення та недостовірне декларування майна).
Підозри отримали:
– директор та інженер “Турійського лісового господарства” — незаконна порубка 409 дерев;
– лісничий Свидовецького лісництва — вирубка у заповідному фонді;
– директор ДП “Дніпровське лісове господарство” — бездіяльність, що призвела до знищення лісу в ландшафтному парку;
– службовиця ДП “Грозинське” та керівник ТОВ — організація незаконної вирубки на Житомирщині;
– четверо директорів лісгоспів на Львівщині — видали незаконні лісорубні квитки на понад 9 500 дерев;
– лісничий Лазещинського лісництва — сприяв незаконній вирубці майже 3 400 дерев.
У 2025 році органи прокуратури вже подали понад 300 позовів на повернення 7 511 гектарів лісу.
Сума збитків — 351 млн грн. Державі вже повернуто 175 гектарів.
Як видно з результатів роботи-до масштабних зловживань причетні ті, хто мав би захищати ліс і відповідати за його збереження.
Ми принципово реагуємо на кожне зловживання.
І працюємо далі. Без пауз і компромісів.

167 million in losses due to illegal logging. Another nearly 140 million in unjustified assets. Over 40 suspicions in recent weeks.
This is the result of systemic corruption, official negligence, and outright enrichment at the expense of natural resources.
Today, prosecutors of the Specialized Environmental Prosecutor's Office announced more than 20 suspicions. The largest and most brazen case involves a scheme by employees of the state-owned enterprises “Forests of Ukraine” and “LIAC.”
Fifty searches were conducted.
Eight employees of “LIAC” and five employees of “Forests of Ukraine” were notified on suspicion.
The organizer and three members of the criminal organization were detained.
The essence of the scheme:
At the request of employees of the State Enterprise “Forests of Ukraine,” an employee of the SE ‘LIAC’ made changes to information in the “Unified State System of Electronic Timber Accounting”:
– deleted documents on the origin of timber,
– underestimated its volume,
– changed the quality class.
Over 10,000 such changes were made between 2021 and 2024.
The cost of the “services” ranged from 5,000 to 30,000 UAH. The receipt of over UAH 10 million in illegal benefits has been documented. The most violations were in the Volyn, Rivne, Zhytomyr, and Kyiv regions.
With the assistance of prosecutors, the illegal timber trade has already been reduced.
In total, in recent weeks, the Environmental Prosecutor's Office:
– announced more than 40 suspicions,
– 21 of them against employees of the SE “Forests of Ukraine,”
– 2 people were arrested.
Preventive measures have been chosen:
– for the director general of the SE“Forests of Ukraine” (illegal enrichment);
– for the former director of the Kostopil Forestry Enterprise (enrichment and false declaration of property).
The following individuals are notified of suspicion:
– Director and engineer of Turiy Forestry – illegal felling of 409 trees;
– Forester f Svydovets Forestry – felling in a protected area;
– Director of the Dnipro Forestry Enterprise – inaction leading to the destruction of forest in a landscape park;
– the officer of the SE “Grozynske” and head of a limited liability company – organization of illegal logging in Zhytomyr region;
– Four directors of forestry enterprises in Lviv region – issued illegal permits for over 9,500 trees;
– Forester of Lazeshchyn Forestry – facilitated the illegal felling of nearly 3,400 trees.
In 2025, the prosecutor's office has already filed more than 300 lawsuits to recover 7,511 hectares of forest.
The amount of damage is UAH 351 million. 175 hectares have already been returned to the state.
As can be seen from the results of the activity, those who should protect the forest and be responsible for its preservation are involved in large-scale abuses.
